This is a large sheet of glass that gives the illusion of colored water.  Sims can still fish in the ponds since the sheet technically is a one tile object.  You must place it carefully at the edge of the pond and the rest of the lot should be flat or raised above pond level (otherwise the glass will be visible where the ground level falls below pond level) Sims can also swim through it.
